If you are clicking on the View Document button within a report record, the window may have been blocked by your web browser's pop-up blocker.

To identify if a pop-up blocker is the cause, follow these steps.
Click View Document within the report you are trying to open.
Take a look at the address bar of your web browser. If you can see a small icon with a red X inside of it, this means that the report window was blocked by your pop-up blocker.
Click the small icon with the red X inside of it.
Click Always allow pop-ups from this site.
Click View Document again. The report window should now successfully open.
If there is no pop-up blocker icon to click on, then it may be hidden by your browser.
Google Chrome does not always show the icon, and so the best way to check if it is the pop up blocker is to disable it and try again.
On your computer, open Google Chrome.
At the top right, click More and then Settings.
Under Privacy and security, click Site settings.
Click Pop-ups and redirects.
At the top, turn the setting to Allowed.
Try to run the Report again.
