This will occur when you have made a copy of the menu set. The copy does not change the dashboard link controls to point to the new menu set - this has to be rebuilt manually.
The dashboard link controls point to a process on a specific menu set, so if the user does not have access to that menu set, then they will see padlocks.
To resolve this, follow these steps.
📌 Note: You need to link the Dashboard Link Controls to the Processes on the new Menu Set.
Add the new dashboard link control to the copied dashboard.
Remove the original dashboard from the copied menu set.
Once this is done, the dashboard links will no longer show as padlock icons.
