If you need to upload a file to an employee's person record, you will need to ensure the file links are enabled on the employee details form.

To allow file upload from the employee details form, follow the steps below.
Log in to the Admin Tool, then click Menus.
Double-click on the menu set required to enable file upload.
In the Menu Set Properties window that opens.
From the navigation tree, select Employees - Employees and double-click on Details.
In the Process Configuration window that opens, from the navigation tree go to People (List) - Details (Form) and click the green drop-down arrow next to User Interface on the right-hand side of the window.
Under the Update sub-section, ensure the Show Document Links and Allow file upload boxes are ticked.
Click Apply and OK to both windows.
