Record historic absence data for TUPE employees

SelectHR requires an appointment, career, and working pattern record to be in place to allow absences to be recorded correctly.

These records must be created for employees for any periods where historic absences need to be captured. If the payroll values on the appointment record are left blank, this will prevent the data from being integrated into payroll.
