Unable to add paternity leave without actual or expected date of birth

This is intended functionality within the system. It is a statutory requirement that paternity leave can only start from the actual date of birth.

The family event contains the expected week of childbirth, and therefore, the system will not allow the entry of a paternity record until after that date.

However, if you enter a date within the expected criteria, then amend the family event details and enter the expected date of birth, which assumes the child came earlier than expected, then you can amend the paternity details accordingly and change the start and/or end date.
